Tim Phelps

One of many Baltimore Sun editors having to do more with less, State Editor Tim Phelps is frustrated by the understaffing that leaves the paper without the resources to stay ahead on breaking stories. Even more than some of the others, he finds it distasteful to chase the Daily Record.
